At 7:30 p.m. on October 22, the 143th "Cross-Strait Talk" (General 221 st) , hosted by China Cross-Strait Academy (Hong Kong) and Xiamen Qidataixiang Entrepreneurship Service Co., Ltd.) was successfully held at the Tencent Conference with the theme of "Integrated development of cross-strait industries─Hualien County".

Hualien County is located in the eastern part of Taiwan, with the Tropic of Cancer passing through it, the Central Mountains and the Coast Mountains to the west, running through the east side of the territory, and the Pacific Ocean (Philippine Sea) to the east., Yilan County to the north, Taichung City to the northwest, Nantou County to the west, Kaohsiung City to the southwest, and Taitung County to the south. Hualien County has a total area of 4,628 square kilometers and is the largest county-level administrative region in Taiwan. The county's population is mainly concentrated in the coastal area on the north side of the East Rift Valley. Hualien City and its satellite towns, Ji'an Township and Xincheng Township, have a population of about 200,000. They are the largest, busiest and best-functioning cities in the eastern region. The tourism industry in Hualien is quite prosperous, with beautiful scenery such as Taroko Park, the East Rift Valley, and the Huadong Coastline. The tourism industry is quite rich, so there are quite a few homestays in Hualien, with about 900 legal homestay families. Hualien County is rich in specialty products, including Hualien potatoes, mochi, yokan, wood carvings, stone carvings, stoneware (pots, cups), East Coast jade, exotic stone, rose stone, Toyota jade, marble, watermelon, taro, Bird's-nest fern, etc. In this "Cross-Strait Talk" forum, the China Cross-Strait Academy (Hong Kong) specially invited Wu Yuping, a Ph.D. from Donghua University in Hualien, an associate professor at the university, a college student entrepreneurship tutor, and Long Shiwei, a local entrepreneurial youth in Hualien and the chairman of the Taiwan Chinese Career Creation Association, and Tang Yukai, Master of Education, Donghua University, Hualien, and Yu Xuefan, Master of Finance, Donghua University to exchange views on the topic of "Integrated development of cross-strait industries─Hualien County".It focuses on the discussion of Hualien County, as a major tourist county in Taiwan, in addition to the tourism service industry, what other industries are worthy of further improvement, so as to drive the entire industry of Hualien.How can Hualien restore or even further deepen industrial cooperation and integration in the current cross-strait industrial cooperation and exchanges, and what opportunities and challenges will Taiwan's 2024 election bring to the industry of Hualien County. Luo Dingjun, secretary general of the China Cross-Strait Academy (Hong Kong), served as the host of the meeting.

Wu Yuping said that Hualien’s tourism industry, which was glorious in the past, can now be said to be deserted. Since the ban on cross-strait flights and the suspension of exchanges, the tourism economy of Hualien County had been very much affected indeed.. Because Hualien is blocked by the Central Mountains, transportation is not very convenient. However, because the degree of industrialization is relatively low, the pollution caused by industry is also relatively small. This also gives Hualien its unique natural scenery. Rich natural resources have created excellent conditions for the development of Hualien's tourism industry. However, the low and peak seasons of the tourism industry also determine that Hualien cannot rely solely on a single industry for survival.

Long Shiwei mentioned that Hualien County has unique scenery and resources, but its industrial development in recent years has certain limitations. The original connectivity of local grassroots industries was not strong enough, and the development of related cultural and creative products was weak. As a result, many tourists come to the local area only to see the scenery or taste the delicious food, but do not know what to buy or it is difficult to stay there for a long time. How to bring into play the local multi-ethnic characteristics for cultural integration is worthy of consideration by local businesses and small and medium-sized enterprises. In recent years, Hualien County has also been vigorously developing local creation, hoping to not only attract people but also retain them to promote the vigorous development of the place.

Tang Yukai proposed that how to open up the mainland market and enhance the brand image and competitiveness of Hualien's agricultural products and food is another business opportunity for Hualien's cooperation with the mainland. Hualien can use e-commerce platforms and social media to increase the exposure and sales of Hualien's agricultural products and food in the mainland. It can also cooperate with mainland enterprises and institutions to exchange and learn agricultural technology and management to improve the productivity and sustainability of Hualien agriculture. At the same time, some certification tests on food safety and quality can also be carried out to ensure the credibility and reputation of Hualien's agricultural products and food.

Yu Xuefan said that Hualien should insist on opening up, and relying solely on Taiwanese domestic passenger flow cannot support the vigorous development of Hualien's tourism industry. In recent years, due to the impact of the epidemic and changes in cross-strait travel policies, the number of mainland tourists has dropped significantly. Although policy factors cannot be reversed overnight, Hualien can take precautions and find an open and international development path to attract tourists from the mainland, surrounding countries and even the world to experience the beauty of Hualien. Hualien has a unique multi-ethnic culture, as well as firefly night views, fresh and clean rural scenery, etc. If these characteristics can be utilized and combined with cultural and creative or local industrial industries, a unique Hualien style can be formed, making Hualien's tourism more in-depth.

In addition to the wonderful speeches brought by the guests, the online audience also actively participated in the question interaction of the topic. The audience's questions related to how to solve the problem of brain drain in Hualien County, what other special industries in Hualien County deserve attention, etc. All the guests answered, and the atmosphere of on-site discussion was warm, highlighting the high attention of the youth and scholars across the Straits to the topic.

Among them, Wu Yuping said that if you want to promote the economic development of Hualien County, you should not just rely on the tourism industry. In addition to the tourism industry, the medical industry and biomedicine industry can also be used as core competitiveness. The development of health and wellness industry and other industries may evenly distribute the industries in Hualien County. Long Shiwei mentioned that in terms of creating urban IP, Taitung’s tourism activity model can be used as a reference by Hualien to attract mainland and even foreign tourists. If we want to develop the health and wellness industry in Hualien, we must first solve the problems of insufficient talent, education and market operation experience. Tang Yukai pointed out that emerging industries such as digital industry and AI are also general directions that Hualien County can consider in its future development. Factors such as the covid-19 epidemic in previous years and the upcoming local elections in Taiwan in 2024 may have a certain impact on the future industrial development of Hualien County. The new ruling party and new ideas may bring benefits or disadvantages to Hualien County in the future. In this regard, the people of Hualien County should also actively participate in elections to express their demands and fight for their own rights. Yu Xuefan said that Hualien County should increase its sense of presence in the future and strive for more policy support such as transportation and education. At the same time, Hualien County can also refer to the mainland's live streaming method and use self-media e-commerce professionals to promote Hualien's products not only across Taiwan, but also to the mainland, thus driving local economic development.

In the final summary section of the meeting, Wu Yuping pointed out that many industries in Hualien County have small but beautiful characteristics, and there is still a lot of room for development in tourism and cultural and creative industries. She hopes that through cross-strait exchanges and integration, Hualien can have a better future. Long Shiwei mentioned that although Hualien County’s industrial model, industrial structure and population have shown a downward trend in recent years, Hualien’s future is worth looking forward to. He believes that through industrial integration and cross-strait exchanges and cooperation, Hualien will once again usher in glory in the future. Tang Yukai expressed the hope that more mainland tourists can set foot on the land of Hualien in the future to find beautiful mountains, clear water and interesting spiritual core. If Taiwan is good, the mainland is good, and if the mainland is good, Taiwan will be better. This simple truth is worthy of consideration by every compatriot on both sides of the Taiwan Strait. Yu Xuefan said that Hualien has its own unique resources and heritage. He believes that the short-term difficulties can be solved through industry-wide integration in the future. He sincerely hopes that Hualien’s future will get better and better.

They will listen to the voice of the Strait, pay attention to the hot spots on both sides of Taiwan Strait, take a global vision, and make a new voice based on both sides of the strait and facing the world.
